The complex operational systems of the Network Manager (NM) are powered by IT services provided by EUROCONTROL’s Network Technical Systems (NTS) division. NTS guarantees and ensures the smooth operation of the Network Manager’s services on a 24/7 basis. At the same time, it actively looks to improve efficiency and to reduce the unit cost of its support to NM services. Last but not least, the division provides technical support for ATM stakeholders on request.

To fulfil this mission, NTS supports the implementation of new and improved operational concepts with a focus on process development, architecture improvement and organisational changes. In this connection, NTS has embarked on an innovative digital transformation through changes in technology, processes (e.g. continuous delivery) and architecture principles Examples of this transformation can be seen in the recent transition to a Service-Oriented Architecture (SOA),service monitoring and related service agreements.

At the same time, NTS is shifting its approach to make EUROCONTROL’s stakeholders a key part of their customer base. It facilitates collaborative decision-making (CDM) by linking both the technical and operational domains.


Thanks to its ongoing technical and process improvement programmes, NTS has reached industry-grade maturity levels. The division is able to deliver high-quality products and provide cost-efficient technical operational support. NTS continuously enhances and improves the performance of NM services, adding value to its business.

Following an in-depth appraisal in May 2017, the CMMI Institute rated EUROCONTROL’s NTS division at Capability Maturity Model Integration (CMMI) maturity level 3 for its development and service activities.

The Network Manager holds an ISO 9001 International Standard certification for all its activities. The ISO 9001 certification is a guarantee to all stakeholders that emphasis is always placed on continual improvement, efficiency, savings and customer satisfaction.

NTS keeps improving its architecture and technical building blocks in use today. They make up the Service-Oriented Architecture (SOA) which supports the internet browser technologies and interoperable SWIM-compliant web services.

We have enhanced our organisational support model and make the changes needed to deliver a linear structure, relying on industry partnerships for activities which are more a commodity, so that our staff can concentrate on activities which add value to NM business.
