The Network Manager Business-to-business (B2B) web services are an interface provided by the EUROCONTROL Network Manager (NM) for accessing its services and sharing information. They provide access to both data and services via a system-to-system interface primarily over the Internet. This allows NM customers to integrate information available to EUROCONTROL in their own systems, according to their business needs.

The short-term goals of the NM B2B Web Services are to:

  • make it easier for EUROCONTROL stakeholders to access the information held by the Agency, and
  • to improve the quality and accuracy of the exchanged data.

The interface supports the interoperability required in future ATM systems and enables System Wide Information Management (SWIM), as envisaged in SESAR.

The available NM B2B Web Services have been grouped into several operational domains:

  • Flight services (flight plan preparation, flight plan management, flight data retrieval, departure planning information (DPI), flight update information e.g. first system activation message type (FSA);
  • Airspace services (airspace structure like AIP sources data and ATFCM related airspace data and airspace availability like e-AMI (electronic airspace management information) and FUA (flexible use of airspace));
  • Flow services (ATFCM) (regulation list, ATFCM situation, traffic counts, ATFCM tactical updates, regulation proposal management);
  • General information services (ATFM information messages, NM B2B web services info);
  • Publish/Subscribe services (subscription management and message consumption).

Access conditions

The NM B2B web services are restricted to entities which are actively engaged in ATFCM operations, aircraft operations – and related support services. Access is subject to eligibility conditions, to specific use conditions and to the signing of an agreement. Secure access to NM B2B Web Services is ensured through a security device (certificate). The device will be delivered to you by EUROCONTROL NM Service Requests once your official request has been validated.

As a first step of the validation process, you will receive the technical documentation in order to assess your requirements.

The second step will be a WebEx meeting with our NM B2B Expert panel in order to assess your business case.

If your request is approved, you will receive a certificate to access our NM B2B Web Services and the invitation to register to our NM B2B OneSky Team shared space on OneSky Online Extranet.

In addition, a feature in this NM B2B OneSky Team shared space on the EUROCONTROL website called ‘Discussions’, allows users of the NM B2B OneSky Team to raise specific technical questions or operational issues via open threads that can be answered by EUROCONTROL staff but also by other users.

Important notice - own applications: Users who wish to subscribe to NM B2B Web Services must be aware that they will have to develop their own applications before being able to benefit from NM B2B Web Services.

Hours of Operations and Service levels

NM B2B Web Services interfaces are accessible 24 hours a day, 7 days a week.

Service Levels vary depending on the interface concerned. For more information, check the technical documentation, describing each NM B2B Web Services interface to EUROCONTROL data and information.

Any availability levels mentioned do not cover:

  • the communication networks used to access the Network Operations Systems;
  • interruptions due to installation or use of products which do not conform with EUROCONTROL specifications;
  • periods of planned outage and essential maintenance.

EUROCONTROL endeavours to keep interruptions to service to the absolute minimum:

When essential planned maintenance and testing might necessitate taking the Network Operations Systems out of service, EUROCONTROL always tries, but cannot guarantee, to notify the User (through the Single Person of Contact identified in the agreement) at least forty-eight (48) hours in advance of any planned interruptions to service.

In all other cases, EUROCONTROL shall provide such notice as soon as is reasonably practicable.

The information on windows for periodical maintenance is published on the EUROCONTROL website, in the Network Manager / Network Operations area.

Technical assistance

For Operational Systems, it is provided 24hours a day, 7 days a week for first level support, and from 07h00 to 22h00 (Brussels time) for 2nd level support.

For Pre-Operational (Pre-OPS) Systems, support is provided during office hours (09h00 – 17h00 Brussels time) with no guarantee on the response time.

Contribution Fees

NM B2B Web Services is in principle provided free of charge.

EUROCONTROL provides up to two (2) certificates per entity free of charge (i.e. 1 certificate for testing using the ‘Pre-OPS System’ and 1 for production using the ‘OPS System’).

Each certificate is valid for three (3) years. The user is responsible for requesting replacement certificates no later than 2 months before they expire, via our NM Service Request form.

EUROCONTROL reserves the right to charge a contribution fee when renewing the certificates with new technologies as well as to cancel the certificates which have not been used for six (6) months. Should a user require a new certificate after a cancellation, the user will have to submit a new request via the NM Service Request Form. Any new certificate so requested and granted will be charged.

Invoices are payable within 30 days from the date of their receipt by the user. Access will be granted after full payment of the invoice.
