Dynamic Management of the European Airspace Network

The growth in European air traffic has led to a need for greater airspace capacity to increase efficiency and reduce delay.The DMEAN framework approach consolidated a number of ongoing ATM developments and improved information exchange processes that allow the ATM network to cope with demand and capacity situations in a more dynamic manner, as reflected in the DMEAN Concept of Operations for 2010-2011. This concept facilitated alignment of activities in the areas of Network Capacity Planning, Airspace Design and organisation, Airspace Management, Flight Planning, ATFCM, civil-military coordination, and Airport Operations.

On 31 December 2011, the Dynamic Management of European Airspace Network (DMEAN) Framework Programme officially closed on positive conclusions and numerous achievements for the aviation community in Europe. DMEAN provided the operational basis for SESAR (Single European Sky ATM Research) to build upon and form part of SESAR IP1 (Implementation Package 1). Associated deployment and development activities will continue in the context of the Network Manager, and in the scope of SESAR IP1 Deployment.

DMEAN relied on maximum operational cooperation between the European ATM partners: air navigation service providers (ANSPs), military, aircraft operators and airports. It was building upon ongoing developments including airspace and route network improvements (ARN versions), Flexible Use of Airspace (FUA), Air Traffic Flow and Capacity Management (ATFCM) Evolution Plan, European Medium-Term ATM Network Capacity Plan and Airport Collaborative Decision Making (A-CDM).

DMEAN added value to the potential benefit of each development by consolidating planning, integrating ATM processes, ensuring adequate supporting tools, enhancing network information-sharing systems and enabling civil and military airspace users to plan for and receive a comprehensive ANS service within a transparent and optimised ATM network, within which airport operations are fully integrated.

In other words, DMEAN put together the areas that must be together to effectively address network performance. The Stakeholder reporting and consultation structures allowed effective steering and monitoring of this deployment oriented initiative, addressing the full “package” of improvements that were identified to be required for better network performance.
