CHAMP (Collaborative and Harmonised ATCO Manpower Planning) is a process that uses the LAMPS tool to test alternative staff planning scenarios and strategies.

The aim of the ATCO Job Marketing and Communication project is to increase awareness of the controller job amongst young people and the general public. It also aims to attract the right target population for this profession. This will help increase the selection ratio, have a more effective recruitment and selection process and to fulfill the manpower targets and overcome the controller shortage in the ECAC area.

Safe staffing

Safe staffing

Safe staffing considers the impact of ATC staffing on human performance. There is a study report available that presents a study of good practice on selected safety issues for staffing ATC operations. The study describes the hazards and related prevention and mitigation strategies for:

  • Degraded systems operations
  • Workload extremes
  • Night work
  • Single person operations (SPO)
  • Position handover, and
  • On-the-Job Training (OJT).

Shiftwork

Shiftwork

This section contains two deliverables from a feasibility study on Managing Shiftwork in European ATM (MSEA).

Firstly, there is a literature review of stakeholder solutions to facilitate the planning and management of flexible working practices (with a focus on shiftwork) to improve safety and productivity in ATM. The document summarises research on employee health and social requirements, safety, performance, and productivity/efficiency for shiftwork environments.

Secondly, there is a study on shiftwork practices in Air Traffic Management (ATM) and non-ATM industries. The study aimed to identify best practices to define common solutions for managing shiftwork in European ATM. Shiftwork practices were collected within international ATM, and from the medical, police and airline domains. The findings were rich and are likely to provide valuable input to the process of developing shiftwork solutions for European ATM.

FEAST

First European ATCO Selection Test (FEAST) Service

The FEAST Service offers a management tool for use in the recruitment and selection of trainee Air Traffic Control (ATC) candidates. FEAST is made available to civil and military Air Navigation Service Providers (ANSPs) and certified ATC aviation academies and universities throughout the European Civil Aviation Conference (ECAC) area. The tool is flexible enough to meet the varied requirements of ANSPs in this European area.
