A new milestone for the EUROCONTROL Multilateral Route Charges System
We are delighted to announce that Estonia has as of 1 April 2017 been technically integrated into the EUROCONTROL Multilateral Route Charges System, a major milestone for both Estonia and EUROCONTROL, and the fruit of extensive cooperation between EUROCONTROL's Central Route Charges Office (CRCO), the Estonian Air Navigation Services (EANS), the Estonian Civil Aviation Authority (CAA) and the Estonian Ministry of Economic Affairs and Communications.
“This integration is an important milestone for Estonia, EUROCONTROL and the entire ATM community, with all 28 European Union states now part of the Route Charges System. The CRCO will continue to work hard with EANS to make the integration a success, and to build on our existing excellent relationship with Estonia,” said Frank Brenner, Director General of EUROCONTROL.
The principle of the EUROCONTROL Route Charges System is that airspace users flying in the controlled airspace of EUROCONTROL’s Member States pay for the air traffic services they use. In that regard, the CRCO delivers well recognised pan-European route charge services, charging airspace users for these services on behalf of the Member States.
The CRCO calculates the route charges due to the Member States based on the services provided, bills the airspace users, and distributes the route charges to the States concerned. Air service navigation providers (ANSPs) from the States participating in the Route Charges System recover the cost for facilities and services provided to airspace users by means of route charges. A charge is levied for each flight performed in the airspace falling within the competence of the Contracting States.
The billing and recovery of air navigation charges by EUROCONTROL ensures that air navigation facilities and services are steadily financed and safely operated, paving the way for the future evolution of the pan-European Air Traffic Management system in the context of the Single European Sky and the European ATM Master Plan (SESAR).
