  2. The European Commission Regulation No 30/2009 (pdf) amending Regulation (EC) No 1032/2006 as far as the requirements for automatic systems for the exchange of flight data supporting data link services are concerned.

EASA

Airworthiness certification of ATN B1 Data Link installations (Link 2000+) have to refer to CS-ACNS (Subpart B Section 2). Prior to publication of CS-ACNS, Special Condition (SC) and associated Certification Review Item (CRI) were used. EUR NSAP Address Registry

The purpose of this document is to collect the Context Management application addressing information of the ATS Units involved in the ATN/OSI based Air/Ground Data Link Communications. The ATS units concerned are mainly Area Control Centres (ACCs). This information is requested to be registered within the ATN avionics systems in order to allow the air crew to perform a first LOGON with any of the participating centres.

The document provides additional guidance for the ATN NSAP addresses and contains proposed ATN NSAP addresses for all EUR Air Traffic Control Centres (ACCs) as published by States in ICAO Doc 7910, Chapter 5 [6] or other official documentation.

The document is available on the Portal of ICAO-Paris office.

Global Operational Data Link Document (GOLD) v.2.0 The Global Operational Data Link Document (GOLD) is the result of the progressive evolution of the ICAO Asia-Pacific (APAC) Initial Future Air Navigation System (FANS 1/A) Operations Manual, the North Atlantic (NAT) Guidance Material for ATS Data Link Services in North Atlantic Airspace and the Eurocontrol LINK2000+ Guidance Material for the aeronautical telecommunication network baseline 1 (ATN B1). 

Each of these founding documents provided guidance on a regional basis. However, in recognition of the need to provide globally harmonized guidance on data link operations, the GOLD, First Edition, merging initially the APAC and NAT guidance material, was adopted by the APAC and NAT Regions in 2010. The Second Edition of the GOLD enabled integration of the LINK2000+ guidance material.

The GOLD addresses data link service provision, operator readiness, controller and flight crew procedures, performance-based specifications and post-implementation monitoring and analysis.

Continental SPR Standard - ED-120, including Change 1 and 2

 

This standard document contains the internationally agreed Operational Service and Environment Descriptions, Safety and Performance assessments and resulting Safety and Performance requirements for the Air Traffic Data Link services in continental airspace. Two separate supplements (change 1 and 2) complete the SPR standard.

ATN B1 Interop standard - ED-110B

 

This standard document contains the internationally agreed Interoperability requirements for the Aeronautical Telecommunication Network Baseline (ATN B1 Interop standard).

VDL-M2 MOPS – ED-92B

 

This document contains the internationally agreed Minimum Operational Performance Specifications (MOPS) for an Airborne VDL Mode2 System, operating in the frequency range 118-136,975 MHz and using ATN-based services.

Community Specifications

ETSI EN 303 214 V1.2.1 (2012-04) (pdf)

ETSI is the Community Specification for ground data link systems for application under the Single European Sky Interoperability Regulation EC 552/2004.

EUROCONTROL

OLDI Specification, Edition 4.2 (pdf)

This document contains the specifications in the On-Lline Data Interchange (OLDI) format for the exchange of tactical co-ordination messages between ATSUs and messages for air-ground data link transfers between ATSUs.

Corrigendum to OLDI-Spec, Edition 4.2 (pdf) This document contains a correction, required for interoperability reasons, on the LOF message.

ATS Data Exchange Presentation (ADEXP), Edition 3.1

It  contains specifications in the ATS Data Exchange Presentation (ADEXP) format, including the correction on LOF message, for the exchange of tactical co-ordination messages between ATSUs and messages for air-ground data link transfers between ATSUs.

EUROCONTROL Documents

Datalink Specification (pdf) This document is the EUROCONTROL Specification, developed under the EUROCONTROL Regulatory and Advisory Framework (ERAF), for an initial set of air traffic services supported by air ground data link. The objective is to define a Specification that functions as means of compliance for air- and ground implementations for application of the DLS-IR No 29/2009.
Aircraft Operator Operational Guidance (pdf)

This document is targeted at a readership comprising chief flight crews, management flight crews, flight operations and flight crew training staff. The information contained in this document contributes to the preparation of standard operating procedures, flight crew manuals and training material required by those operators of aircraft, equipped in accordance with DLS-IR 29/2009 that will fly in the airspace where the DLS-IR applies.

Technical Guidance to Airborne Implementers (pdf)

This document covers technical aspects of the implementation and use of a number of data link services, derived from the Context Management (CM) and Controller Pilot Data Link Communication (CPDLC) applications, part of the LINK 2000+ Programme.

Information is compiled from different locations in order to assist Airborne implementers (Aircraft Operators, Avionics Manufacturers …) in implementing LINK 2000+ Services (DLIC, ACM, ACL and AMC) by providing guidance on the necessary steps to be followed and by sharing the lessons learned during the Pioneer Phase of the Programme.

ANSP Operational Guidance (pdf)

The scope of this document contains the operational procedures and other operational material for the use of data link services in accordance with the DLS-IR 29/2009. The document is targeted at a readership comprising operational staff and controller training staff.

The main objective of the document is to use CPDLC in a harmonised way. If required, appropriate local authorities may promulgate further specific conditions for its use.

Technical Guidance to Ground Implementers (pdf)

This document covers technical aspects of the implementation and use of a number of data link services, derived from the Context Management (CM) and Controller Pilot Data Link Communication (CPDLC) applications, under the LINK 2000+ Programme.

CM & CPDLC Generic Interop Test Plan for Avionics - Part 1 (pdf)

This document provides guidelines to Avionics vendors on ATN Upper Layers and CM&CPDLC end to end interoperability testing to be used in the validation of their avionics implementations before they are placed in a live operational environment.

The document details the Interoperability tests (application level) proposed to be performed between the avionics implementation (System Under Test, SUT) and the LINK2000+ Data link Test Facility ground test tools.

CM & CPDLC Generic Interop Test Plan for ANSPs (pdf) This document provides guidelines for Air Navigation Service Providers (ANSPs) on ATN Upper Layers and CM & CPDLC end-to-end interoperability testing. The document may be used during the validation process of ANSPs LINK2000+ services ground implementation before it is set it in an operational environment.
The document details the Interoperability tests proposed to be performed between an ANSP ground implementation Test and development system (System Under Test, SUT) and the EEC Data link Test Facility real avionics pallet and simulated avionics tool.
Network Planning Document v 3.007 (pdf)

The Network Planning Document (NPD) defines important principles for the deployment of the communication infrastructure required to support the implementation of Data Link Services. These principles were first agreed after consultation with Stakeholders in 2005 and were confirmed without change by further consultation with Air Navigation Services Providers (ANSPs), Airlines and Communications Service Providers in 2011. Deviation from these principles can cause serious interoperability issues.

Link 2000+ ATN Naming and Addressing Plan v1.3

The naming and addressing plan provides guidance and examples for addressing elements of the Link 2000+ ATN network communications infrastructure. This document has been largely superceded by the ICAO EUR NSAP Address registry document (EUR Doc 028) which should take precedence where the documents overlap.

Generic Requirements for LINK 2000+ Air/Ground Communications Service Providers (ACSP) (pdf)

The LINK 2000+ Programme has established a number of principles governing the provision of ATN/VDL2 service to ANSPs and participating aircraft. These principles are intended to preserve the necessary freedom for participating aircraft to choose an ACSP in accordance with their policy for use of AOC communication.

This document provides the generic requirements specification for the provision of VDL Mode 2 Service supporting ATC data link services in the context of the Eurocontrol LINK 2000+ Programme.

Economic Appraisal of the DLS-IR (pdf)

The value of data link services is already being recognised. This report considers the economic benefits of extending the implementation of these services through the imposition of a mandatory Implementing Rule.
